Turkey's Building Fire Safety Regulation has required hotels and accommodation properties to maintain emergency escape plans since 2007. As of 2026 the regulation has tightened — TÜRSAB-aligned audit expectations and digital-revision pilots make this season a turning point.

Legal Framework

For hospitality (hotel, motel, hostel, apart, holiday village), three regulatory tracks apply:

  1. Building Fire Safety Regulation (Articles 17, 18, 31)
  2. OHS Law No. 6331 (Articles 11–12, emergency action plans)
  3. Tourism Ministry Facility Classification Circular (extra rules per star rating)

What's New in 2026

Three highlights this season:

  • Digital revision approaches: The Ministry is piloting QR access toward a 2027 target.
  • Disabled-guest evacuation protocol is now its own line item — written procedure required.
  • Drill cadence moves from "every 6 months" to "twice a year at fixed windows" — pre-season and mid-season.

What Documents Should You Hold?

Your office binder should include:

  • Floor-by-floor scaled escape plans (with ISO 7010 symbols)
  • Emergency Action Plan (written procedure)
  • Staff certificates (Level 1/2 fire training, working at heights)
  • Fire-extinguisher maintenance records
  • Drill records (last 12 months)
  • ABTA/TUI compliance file (if you work with overseas operators)

The 3 Questions Auditors Always Ask

  1. "Current guest count, distance to nearest exit?"
  2. "Who took Level 1 fire training in the last 12 months — and who did not?"
  3. "Do you have a night-time drill scenario?"
